1951 UN Refugee Convention
The 1951 UN Refugee Convention is the key legal document in defining who is deemed a refugee and the rights of refugees. The convention includes:
freedom of religion and movement
the right to work
education
accessibility to travel documents
Importantly, it also underscores a refugee’s obligations to a host government.
A key provision stipulates that refugees should not be returned to a country where they fear persecution.
It also identifies people or groups of people who are not covered by the convention.
