Staff at Scottish Refugee Council
We currently employ over 40 staff and work with a wide range of volunteers at our two offices in Glasgow, where most of Scotland’s refugee and asylum-seeking population live.
Our advice and information team operates from our Scottish Induction Service in North Glasgow and from our One Stop Shop advice service in Glasgow City Centre.
Scottish Refugee Council also has a range of staff who work in Refugee Integration and Employment Services (RIES), housing advice, community engagement, policy, research and media. They are supported by a team of finance and administration staff.

John Wilkes, Chief Executive

John has been in post since 2008 and has a background in equalities and human rights.
He was formerly Director of the Equal Opportunities Commission in Scotland and Scottish Director of Carers UK.
Teresa Gallagher, Deputy Chief Executive
Teresa joined Scottish Refugee Council in 2001. She has previously worked in social housing and the education sector.
In her role as Deputy Chief Executive she is responsible for the strategic management of our asylum and refugee services and finance and corporate services.
Gary Christie, Head of Policy and Communications
Gary joined Scottish Refugee Council in 2003. He previously worked as a language teacher and Director of Studies in language centres in France, Russia and Denmark. His role as Head of Policy and Communications involves overseeing our policy work, research, media, website, training and events.
A key role of his team is to influence UK and Scottish government policy as well as public attitudes, to ensure refugees and those seeking asylum feel safe and welcome while they remain in Scotland.
Flutura Shala, Head of Asylum Services
Flutura joined Scottish Refugee Council in 1999. She has worked with various refugee organisations, programmes and projects providing information, advice and support to refugees at different stages of their asylum and integration process.
Her role as Head of Asylum Services involves management and delivery of asylum services (Scottish Induction Service and One Stop Service), ensuring that refugees and people seeking asylum in Scotland have access to quality advice services, information and support from the day they arrive.
A key role of her team is to ensure the needs of the most vulnerable are met by external service providers and, where necessary, implement changes towards this aim.
Joe Brady, Head of Refugee Integration Services
Joe joined Scottish Refugee Council in 2000 when he worked with people seeking asylum from the outset of the UK Government’s dispersal programme. Prior to this he worked with refugees abroad, young people and vulnerable adults in homelessness, health, community settings and arts related projects. His role as Head of Refugee Integration Services involves overseeing advice work, including financial literacy, community engagement and arts and cultural development.
A key role of his team is to ensure that refugees and people seeking asylum have access to quality advice services, information and support. The team also works with refugees and wider stakeholders to enable integration and inclusion to ensure refugee voices are listened to.
